Every tender under control,
the portfolio out of sight.
Several tenders run in parallel, each with its own team, deadline and status. The overall picture lived in a spreadsheet that was already outdated by the time it was circulated.
Meanwhile, writing agents such as BidMind were producing ever more output, without their progress being centrally visible. Bid/no-bid decisions were therefore made late, and capacity was allocated by gut feeling instead of facts.
