Steering a programme

In a large-scale delivery programme, planning, permits, site inspections, costs and changes each have their own list, system or mailbox. The overall picture only emerged in the weekly meeting — and was already out of date by then.

Managers were therefore steering on last week’s information. Deviations were flagged late, and a lot of time went into collecting and reconciling overviews instead of taking decisions.
